Deployed and tested the improvements and fixes made by @timkl7 , let's incorporate into 4.2 main as it's a standalone deployment in a new incubator folder, not interfering with the rest of the horizon repo. This is also important as we're moving it to this new source of truth from prev. terraform repo. |

Restructured KCC to Kustomize base/overlays, implemented layered Helm configs, fixed track-seeding script, and resolved git-pusher manifest crash.
- Bump server memory to 64Gi to prevent OOM kills
- Fix pusher-config init writing '{}' instead of '[]'
- Add fetchRefSpec templating to allow ref overrides
