Background

cartservice was using the wrong Dockerfile in debug mode, and Python services (emailservice, recommendationservice, loadgenerator) failed because debugpy was missing.

Fixes

• Corrected cartservice to use Dockerfile.debug.
• Added build arg to install debugpy for Python services.
