docs: fix broken star history chart in READMEs - #443

The star history chart currently relies on an endpoint that is broken due to GitHub stargazer API restrictions. Switch all README chart and link references to a working mirror so the chart renders correctly again.

The star history chart in the README and localized READMEs is currently broken. This change points the chart and its wrapping link to a working mirror so the chart renders correctly again.
