Assign stable custom WAL Rmgr ID 150 to credcheck#70

Replace RM_EXPERIMENTAL_ID with the stable value 150, which has been registered for credcheck in the PostgreSQL custom WAL resource manager registry at https://wiki.postgresql.org/wiki/CustomWALResourceManagers. Using a stable ID prevents conflicts with other extensions that may also load a custom resource manager into the same PostgreSQL installation.
