Calculate term symbols given occupations in two angular momentum shells.

Hund's rule ground state is calculated.
Using dipole selection rules:
$\Delta J = \pm 1$
or
$\Delta J=0$, if $J>0$,
the number of possible transitions from the Hund's ground state to core-excited states are calulated.
