This eliminates the separate libcaliper (with mpi, if enabled) and libcaliper-serial (without mpi) libraries. Also eliminates the mpi/ subdirectory and moves its contents into caliper/ and services/ instead. Overall simplifies the build and removes some unnecessary indirections.
