Ajout de create_procedure et create_evenement car j'en ai besoin dans les tests d'une autre PR. Ajout de deux paramètres à create_groupement pour créer un périmètre automatiquement.
Cartains cas de la vue `api_scots` n'étaient pas testés. Cela nous permettra également d'ajouter des cas plus facilement.
