The VIPs are stored in a file, on your game server.

Here you can download or upload a backup of this file.

You can also add a VIP to any player, as long as you know its unique ID.

You may prefer using the dedicated link/icon on Live or Team views, or even the player's profile to do so, as it won't need you to know/enter the ID.

Where can I get the ID for a player who hasn't joined the server yet?

For Steam players, it's Steam64ID and the easiest way to find it is to use steamid.io/lookup

For Epic players, the ID is available in the Options -> the top-right corner
