Summary

  • Adds docs/project-governance.md — a central PM policy reference for maintainers and agents
  • Covers the gaps not addressed by existing docs: sprint cadence/themes, version strategy, backlog refinement, escalation policy, quality gates, maintainer roles, and incident response
  • Includes a cross-reference index pointing to all existing PM policy sources (project-workflow, maintainer-guide, triage-instructions, skill files)

docs: revise project-governance.md based on review feedback

- Sprint cadence: 2-week sprints, each closes with a release (not weekly patches)
- Evening skill: reference by name (nemoclaw-maintainer-evening) throughout
- Version strategy: rename 'Bump' column to 'Tag type'
- Backlog refinement: triage skill scans daily; TPM promotes at sprint kickoff
- Maintainer roles: split on-call into TPM (morning/evening skills) and
  engineering maintainer (auto-merges, release tags)
- Incident response: P2 priority label is priority: medium, not priority: high
