Return proper errors in JSON for 401 and 500 errors. TYPE: Feature

Required for large eCH 0252 XML files.
Deleting all elections on the same date that are not in the current eCH 0252 delivery is to aggressive. Remove only elections in the same ElectionCompound. TYPE: Feature
