Update jQuery.min.js from 1.8.3 to 3.7.1

This PR updates the version of jQuery.min.js that is packaged with openapi-generator from 1.8.3 to 3.7.1. The updated version is included and the old version removed. Any references to the old version are updated to the latest.

This fixes #16063.

• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
