This PR adds a Dockerfile and docker-compose file for building, along with instructions on building a docker image and running it locally.
In order to do this cleanly, the entire web application was moved to an app/ subdirectory within the repository. This helps differentiate the docker files and README/etc. from the code.
The CHANGELOG was also updated accordingly.
