[BugFix]Fix finish reason

Motivation

When the model stops generating output due to the max_tokens parameter, the finish_reason being "stop" does not meet expectations.

Modifications

Fix this issue so that when the model outputs up to the max_tokens length, the finish_reason is set to "length".
