What is the reason behind wanting to spy players' owner only commands?

Moderation purposes such as determining who controlled something that caused damage such as griefing. Currently, if it doesn't use chatbox to give the response, there is no way to identify who executed the command. The logic behind it is similar to the Solstice commandspy module |

This PR adds self spy for owner only commands and a permission node to allow staff to spy on owner only commands.
