Proposing we should add support for and start testing against Ruby 4 as Ruby 4.0.0 and now 4.0.1 have been released.

In order to support Ruby 4 both at a technical level and in CI we need to do the following.

  • Bump ruby/setup-ruby to v1.282.0 for Ruby 4.0.1 support.
  • Bump rails from 7.2.2.1 to 7.2.3 and bump some related gems to address this bundle install error.

  • Replace pry-byebug with debug to address readline errors. There may be another fix but we should probably migrate to debug anyway as it's more or less become the default debugging gem.
  • Bump rdoc from 6.13.1 to 7.1.0 to prevent console warnings
