if player can build in region "x"would previously check if the player can build at the minimum corner of region x. This could lead to confusion if the player is allowed to build in region x, but region y happens to overlap the minimum corner and forbid the player from building there. This changes the condition to query manual region sets, instead of creating region sets from the minimum corner locations.
