feat: field of studies scraper

Write a scraper that will scrape all majors from: https://rekrutacja.pwr.edu.pl/

protip: use devtools to figure out how the page works
looks like they're using an ajax.php api, form fields as input, json with html inside as response

Found an exra problem.
In our db w keep this information about fileds of studies.

We combine eglish launguage studies with polish ones, using field "isEnglish" That way couses lost information about english study url. Should I make a changes in db schema or leave it in the way it is.

Done fields of studies scraper, but I met other problem wit department scraper. Department sraper do not work well. It only fill 2 department instances. I can't insert field of studies, since it requires to be assigned with depratments.

There is a questions about how to refactor departmens scraper. Curently it fetch data from https://admin.topwr.solvro.pl. I don't now what that is , and why it contains only 2 departments.
