Create Kubernetes Docker-Registry secrets from Vault GCP Secrets Engine to access GCR.

Fix hard-coded role name - CHART ONLY

This is a simple fix for the role name. It should not be hard coded, as that prevents installing it twice in the same namespace.

This is a helm chart only release, no changes to the docker image.

Some of the parameters were hard-coded instead of using values.

This is a "chart only" release... the docker image is unchanged.
