This PR adds a language selection setting in the form of a very basic settings panel. This settings panel is not meant to replace the one being developed in #647 and is instead a quick solution to get translation support in the program for 9.5 while the fate of that PR is decided.
Additionally, any known missing translations have been connected or added to the main translation file.
Closes #446.
