For the native VS 2026 ARM64 job, GitHub's runner label is windows-11-arm-vs2026, not windows-11-vs2026-arm. With this label no hosted runner can claim the job, so every matching windows-arm workflow remains queued and eventually fails instead of building or testing; change the segments to the published order.
