Describe your change:

This Pull Request implements Kadane's Algorithm, which efficiently finds the maximum sum of a contiguous subarray within a one-dimensional numeric array.

  • Add an algorithm?

  • Add or change doctests? -- Note: Please avoid changing both code and tests in a single pull request.
  • Documentation change?

  • This PR only changes one algorithm file. To ease review, please open separate PRs for separate algorithms.
