feat: Toggle blocks

This PR adds toggle blocks, which have a button in them to show/hide their children.

TODO:

• Add backspace handling on last empty child block
• Fix vanilla implementation
• Review & revise styling
• Add toggle heading blocks
• Add to custom blocks API
