Dashboard client polyscopex

Adds support for the new Robot API coming with PolyScope 10.11.0. It serves as a replacement of the PolyScope 5 Dashboard Server, though functionality is currently limited to

• Loading a program
• Changing the program state
• Fetching the current Program state
• Changing the robot's state

This requires UniversalRobots/Universal_Robots_Client_Library#392
