Collect all vcpkg dependency licenses into install directory#215

This replaces the stale commented-out license paths with a loop that collects copyright files from all vcpkg dependencies into licenses/sysio/. Also bumps the wire-vcpkg-registry baseline to pick up the new vcpkg_install_copyright calls for bls12-381, bn256, and boringssl-custom.
