Closing: this is blocked in two workspaces at once, both upstream.

frontend. eslint-config-next@15.5.18 loads @rushstack/eslint-patch, which refuses an ESLint it does not recognise:

Failed to patch ESLint because the calling module was not recognized.

eslint-config-next 16 drops the patch and declares eslint: >=9.0.0, so this clears with the Next 16 upgrade. It could be worked around today by dropping eslint-config-next and rebuilding Next's preset by hand from @next/eslint-plugin-next, which does ship flat config exports and has no patch. That was tried and rejected: it swaps a maintained shareable config for a local approximation, so any rule Next later adds or changes silently stops applying.

mobileAppYC. @react-native/eslint-config parses through @babel/eslint-parser, and ESLint 10 rejects the scope manager it returns:

TypeError: scopeManager.addGlobals is not a function

Only @babel/eslint-parser@8 supports ESLint 10, and it requires @babel/core: ^8.0.0, which lands behind the same React Native constraint as #2116. Overriding the whole @typescript-eslint family from 7 to 8 was also tried and only moves the failure from a plugin load error to this parser error.

Worth recording: backend and desktop lint clean on ESLint 10 today, and the root config converts to flat cleanly. The repo holds at 9 anyway so all four workspaces move together rather than running two ESLint majors side by side.

eslint majors are now held in .github/dependabot.yml with both blockers documented (#2189).
