Summary

Spec for updating tmp package types to match AdCP 3.0 TMP schemas
Adds request builders, join logic, KV mapping, fan-out client, Ed25519 signing
Type updates: property_rid (UUID v7), typed artifacts, no available_packages, context_signals, consent
Enables Prebid Server TMP integration

New packages

tmp/client — HTTP/2 fan-out client with per-provider timeouts and response merging
tmp/sign — Ed25519 request signing/verification
