[SR] News block eyebrow and spacing adjustments

Updates and fixes for News block:

Eyebrow

1. fixed gap between icon and headline copy
2. fixed font family for headline (heading- class was overriding to use "Adobe Clean Display Black" when authored with an h tag instead of p)
3. made icon display block instead of default inline to remove unintended space caused by line-height properties

General spacing

1. Changed block to flex container when in mobile view
2. added proper gaps instead of margin/padding to appropriate containers in mobile view
3. added spacing within news container to reach 40px container padding in mobile view (removed max-width calc implementation)
4. removed BOTTOM margins at bottom of news item links to allow authoring to properly create white space themselves
