docs: simplify the repository governance surface - #282

The public root retained five translation tombstones, a completed launch runbook, a stale run inventory, duplicated agent policy, and an obsolete conduct-reporting address. Remove the confirmed deadweight, make AGENTS.md the shared policy imported by Claude Code, replace the conduct policy with a current enforceable version, and extend CI coverage to the governance files. Verified with source and field-run validation, Astro check and build, generated-route tests, full Markdown lint, workflow YAML parsing, external-link resolution, and all 220 legacy compatibility tests. SECURITY.md, CONTRIBUTING.md, and the six docs/decisions records remain unchanged.

Preserve the field-run correction policy
When a published run needs correction, deleting this paragraph removes the repository's only instruction to add a note or replacement rather than silently editing the original evidence; a repo-wide search finds no equivalent policy in the field-lab guide, schema, or validator. Move this invariant to the main field-lab documentation before removing the stale inventory so later corrections cannot erase the originally observed outcome.
