Use Spring Boot 4.1.x baseline

@coheigea @ffang folks, we usually do not do major updates within same release line, but Spring Boot 4.1 seems to be pretty minor [1], with no breaking changes, applies cleanly. I would be inclined to have it integrated (4.2.x only), as an option:

• we could do that in 4.2.4 (release after next one)
• move main to 4.3.0 and cut 4.2.x-fixes

What do you think guys? I will hold on with merge till I hear from you, thanks!

Yes, we can use Spring Boot 4.1.x in CXF 4.2.x IMO.
