Modularize fdbserver/tester/test.cpp

This translation unit regularly took several minutes to compile, so it is now split into several new .cpp files:

• ConsistencyChecker.cpp
• DatabaseMaintenance.cpp
• TestSpecParser.cpp
• TesterServer.cpp
• test.cpp (same as before but much smaller)

This PR causes no behavior change, function definitions are simply cut and pasted around. There are other large .cpp files like NativeAPI.actor.cpp and storageserver.actor.cpp that can be addressed in the future to speed up compilation.
