General scaffolding looks good, though I see some pieces being generalized once we have a more complete story for extensions in general.

Description of changes: Adds the initial commands for integration with the Amazon Q Developer CLI.
This is targeting a feature branch, future PRs will cover downloading the extension executable. Command naming may change as well.
For now if you want to test it, install it following https://docs.aws.amazon.com/amazonq/latest/qdeveloper-ug/command-line-installing.html, then copy the
