Creates a template for providing information (description and metadata) on datasets that are complete but will not be associated with a publication.
Template ensures that all desired metadata is collected and information provided is standardized across datasets. While much of this information could/should be captured in the Discussion corresponding to a given dataset, I prefer having a separate, cleaned up location as the Discussions can be full of, well, discussion that can make picking out the appropriate data less user-friendly.
