This avoids stale CAN bus errors.
…wice Currently CAN bus error information (if enabled) is send twice. If no state change is pending, send CAN bus error information stand alone, otherwise, send it along the CAN state information.

Currently CAN bus error information (if enabled) is send twice.
If no state change is pending, send CAN bus error information stand alone, otherwise, send it along the CAN state information.
Also clear ESR register after read, to avoid sending stale CAN bus error information.
