Allow compile-time casts from 'void*' to function pointers

Implement a dlopen call almost entirely in Chapel by adding a rule to canParamCoerce which allows c_ptr(void) to convert to a function pointer at compile-time.

This can only be hit/used when fcfsUsePointerImplementation=true when compiling.
