Full proposal backing the Debug Tokens for Caliptra RFC. Covers: - Caliptra Core debug token architecture (FMC command loop, TLV format, mailbox commands) — optional, can be deferred - Caliptra Subsystem (MCU) debug token architecture (DSP0289 USAP over SPDM sessions, CRED_BLOB credential provisioning) — primary scope - Authorization model, token structures (TLV), mailbox commands (Core), MCTP VDM commands (Subsystem), error codes, requirements - Potential simplifications and open items Related: chipsalliance#664
