Resolves #3464

Changes

  • Updates domain requests fixtures so that request objects get created cumulatively with any existing fixtures data.
  • Add total_requests parameter for cases in which we want to limit or change how many request objects are created in request fixtures.

Context for reviewers

Setup

Run this branch on local.

  1. In admin, keep count of how many domain requests are created (you may have to filter Status to All since admin displays only domain requests with status In review, Action needed, and Submitted by default.)
  2. Exit your docker container, but do not run docker compose down or close the container otherwise.
  3. Run the container again using docker compose up which will rerun fixtures. View the Domain Requests page on admin. You should see the number of domain request objects has doubled.

@allly-b I added the stretch param mentioned in the ticket and wanted to check if there is any use case for this. If not, I can remove it to clean up any code that isn't likely to be used.
