Update python versions and fixes a bunch of random bits to get CI/CD mostly working. Only thing not working is a single link is broken because of the server itself for the time being.

Hey, so overall this is far too much to go over, but I've been maintaining a personal fork for a pretty long while. I doubt this gets merged in, but mainly just making this PR in hopes anyone who needs this can find it.

Also, I've been working on a modern template in hopes of doing this one justice. I would really appreciate any advice, feedback, help, etc on it! It's still a work in progress, but I think there are a ton of good ideas in there so far.
