Adds a medium VM type to the cloud-config so that base CF-D can deploy succesfully.

WHAT is this change about?
Adds a medium VM type to the cloud-config so that base CF-D can deploy successfully. VM types in BOSH Lite don't matter, so this is trivial to add.
