Support for signature information, built-in function improvements

All improvements:

• Completion provider now provides built-in functions instead of hard coded schema list
• When using dot notation on variables/fields/procedures, you will see applicable built-in functions that can be used with the type of reference
• Signature support and is shown when call procedures/prototypes/built-in functions
