musllinux wheels nodejs fix

• cibuildwheel 3.x: pypy is now opt-in, no need to skip
• adjust dependencies given that Python 3.9 is the minimum version
• cibuildwheel musllinux: pin to older image
  musllinux_1_2_x86_64 after 2025.02.02-1 + apk install nodejs: Error relocating /usr/bin/node: sqlite3session_attach: symbol not found pypa/manylinux#1795
