We still have fails related to axes
global_numberingfor parallel cases.The last commit makes what Connor suggested:
If the matrix is nested (self.nested) then do not set the lgmaps of the matrix inside petsc.py.
If the matrix is nested then call MatSetValues (or MatSetValuesBlocked) instead of MatSetValuesLocal (or MatSetValuesBlockedLocal).
However, we have compiler fails associated with
MatSetValues.
