This file isn't yet being used today but holds an OSBuild image definition for the gcp platform. It currently has the x86_64 kernel arguments for console so it is only included in coreos.osbuild.x86_64.mpp.yaml for now.

It was added in coreos/coreos-assembler#3739 and is referenced in the coreos.osbuild.x86_64.mpp.yaml manifest so it has to exist here or osbuild-mpp will fail.
