• docs: add CHANGELOG date format rule cypress#33070

Situation

Release dates in the App > References > changelog are inconsistently formatted concerning leading zeros for day and month.

• PR docs: add CHANGELOG date format rule cypress#33070 proposes adding a guide rule to use the date format MM/DD/YYYY with 2 digit months and days, padded with leading zeros where necessary.

Change

Update release dates in App > References > changelog to consistently use the MM/DD/YYYY format.
