Add Support for Field Mask in query parameters.
Other Well Known types are not currently supported as query parameters.
Tests are being generated, so they are not part of this PR.
How is this tested?
Generated SDK with new FieldMask support (diff includes many changes. Releavant changes in HttpPathTest.java)
