Description

Added seed data to the db/seeds/legacy_appeals_for_vlj_movement_testing.rb file to test scenario 4.

The user needs to be someone who is not a "pure judge" in VACOLS, ie has a SVLJ value that is either 'A' or null. Caseflow will always assume that a legacy task assigned to a pure judge (that hasn't already been to an attorney) should be a JudgeLegacyAssignTask
