These updates are part of the Community Care migration project: #66682

We're migrating the CHAMPVA page into the FMB hub in phase 1. In phase 2, we'll publish SME-approved updates to this page.

Updated the Drupal node to match copyedited word doc, and made some adjustments based on most recent info from online 1010d form product team.

Notes for SMEs:

  • We've suggested updating the brief statement of eligibility in the intro paragraph to: "If you’re the spouse, dependent, or survivor of a Veteran or service member who meets certain requirements." The existing statement ("the spouse or surviving spouse of—or a child of—a Veteran with disabilities or a Veteran who has died") didn't include service members and offered too general a statement of the requirements. So we think the updated text will encourage people to read the full requirements to find out if they're eligible.
  • We've aligned the section about supporting documents with the draft content in the new 1010d online form. Please let us know if you have accuracy concerns with how we've described required and optional documents here.
  • We haven't included military service records or documents proving the Veteran's disability rating in the supporting documents, because the SMEs working with the online form team said that VA would find this information instead. Let us know if you have concerns about this.

Questions for SMEs:

  • Is the last eligibility bullet (surviving spouse or child of a service member who died in the line of duty) the only scenario that overlaps significantly with TRICARE eligibility?
  • Existing page instructs parents to add newborn children as dependents by calling a VA regional office. Can parents also do this using the online or PDF 686c form?
  • We included a description of eligibility for a "helpless child" based on the CHAMPVA program guide. Is this an accurate way to explain what "helpless child" means in this context?
  • Stakeholders working on the 1010d online form said that applicants could get a disability rating for a disabled child and submit that as an optional supporting document. But we weren't able to find content explaining how to do this in detail. We can consider adding content about this to VA.gov in the future. For now, would the best instruction be to contact your VA regional office? Are there any documents you can submit instead of this rating, like medical records?
  • The information about estimated time to process applications is on the live CHAMPVA page, but that page has outdated information about the required and optional documents. Can you confirm the estimated time it takes to get a decision on a CHAMPVA application?
