Code Review
This pull request aims to fix an issue with cargo-msrv installation by pinning its version to prevent MSRV conflicts with its dependencies. While pinning the version is the correct approach, the addition of the --locked flag to the cargo install command is incorrect as this flag is not supported when installing packages from a registry like crates.io. This would cause the workflow to fail. I've provided a suggestion to remove the flag, which will fix the installation step while keeping the version pinned.

Some of
cargo-msrv’s dependencies, notablyaws-sdk-s3and other AWS crates, frequently bump their minimum supported Rust version. As a result, Rust 1.87 cannot install the tool, even though the actual MSRV of this repo is 1.87. We can address this by pinning the dependency versions and using--lockedso thatcargo installrespects the repository’s originalCargo.lock.
