Updates System.CommandLine from a pre-GA build to the latest stable 2.0.10 release and migrates affected tools and tests to the finalized APIs.
Also updates the EventPipeStress command-line handling and preserves debugger help rendering, output redirection, and termination behavior.
No user-facing breaking changes.
Manually verified dotnet-dump heap collection and managed SOS commands, including heap inspection, object inspection, GC roots, stacks, handles, domains, and async state.
