This allows communication over `localhost`, which avoids pod-to-pod networking overhead.

### Step 1: Enable Extension APIs
Enable the `EnvoyPatchPolicy` and `Backend` APIs in your Envoy Gateway configuration.

why is a EnvoyPatchPolicy needed ?
