Add documentation for brennenstuhl protocol of RF decoder.
Add Rolling Code chapter to setting_up_rmt_devices.md
Note: this PR replaces the old PR #5083 , which was still based on the old rst format. I didn't manage to update it to the new version, so it was easier to make the change on a virgin branch derived from the upstream/next base
